Through the data sharing function, the ESR would include a collection of integrated beneficiary databases. This is a straightforward integration feature that synchronizes different sources, consolidates a complete list of matching criteria, and attributes to every uniquely identified entry a marker of program participation. If an entry has one or more program markers, meaning it was found in one or more data sources, this means that the person is a beneficiary of the program(s).
Data quality is key, this has been facilitated by automating the registration process and checking against the IPRS at the beginning of the process. The validation checks with the IPRS is a service that allows the ESR to subject all potential and actual beneficiaries to this check to validate their ID numbers before enrolment to any client program and before generation of any payroll.
